Download and Install 

Adobe Acrobat 

Professional 7 

Open PDF File >  Select  Document >  Add Watermark & Background

Set  From text > Any Letters (11122...) & Opacity Any %. then OK.

Then Click Tools >  Print Production >  Transparency Flattening 

Tick Mark Convert All Text to Outlines & All pages in Document then Apply.
